US Army Corps of Engineers Air Leakage Requirements

30 percent energy savings over a baseline built to the minimum requirements of the ASHRAE Standard 90.1-2004 for new buildings to be constructed under the Military Transformation Program.
All new buildings and buildings undergoing
major renovation shall pass an air leakage test, the results of which must be less than or equal to 0.25 CFM/sq ft of exterior envelope at 0.3 in. of water gage (75 Pa) pressure difference.
Additional information is required in the diagnostic
evaluation in accordance with ASTM E1186.
